Mission Statement: Precinct 2

|
The mission of the Precinct 2 County Commissioner’s office is to serve the people of Hays County by balancing short term needs with long-range planning so that Hays County may prosper while retaining its special sense of place. We aim to do this by remembering common sense, by preserving and enhancing the assets and character of Hays County in a time of unprecedented growth, acknowledging and managing change, and representing the citizens of northeast Hays County in the governing councils of the county and the region. This means a constant striving to be flexible, far-sighted, and frugal; to share ideas and an open decision-making process; to seek advice and help; to build trust; to nurture excellence; to encourage residents, visitors, neighbors, and employees to join in creating a common vision for the future of Hays County; and, to lead toward that vision.
Goals for this year (as a Precinct Office and in conjunction with the Court):
- To realize the successful planning and presentation of a Transportation Capital Improvements Package, including the State Pass Through Partnership and other roads needed to improve safety and mobility in Hays County.
- Apply context sensitive solutions to engineering challenges on the CIP wherever possible, and to include funding for specific context sensitive design on FM 1626 and, perhaps, other Pass Through projects.
- Ensure that regional plans for transit move forward with a realistic budget and an aggressive timeline – and that Hays County is included.
- Implement the parks and open space bonds in a balanced fashion that maintains the public trust and high return on the dollar established so far. This includes working with several on-going potential projects in Precinct 2: the Dahlstrom Ranch, the Hays Youth Association, a hike and bike project in Kyle, the City of Hays, and the Buda Economic Development Corporation project, as well as others that may come forward.
- Lead the state in the creation and oversight of development regulations that will serve as a catalyst for creative design as Hays County grows, with sub-goals of:
- Preserving the character of local communities;
- Maintaining scenic vistas and open space;
- Ensuring affordable housing for the future;
- Allowing for conservation design, “rural by design,” “new urbanism,” and transit-oriented neighborhoods and commercial development.
- Planning with cities, groundwater districts and the state to help ensure plentiful and clean water supplies for future generations;
- Incorporating fire codes and habitat protection measures into the county’s development regulations.
- Address road and drainage maintenance in the county and, specifically, in Pct. 2, as represented in the Resource Protection, Transportation, and Planning plan. This includes drainage studies this year of the Hays-Leisurewoods area.
- Seize the opportunity for partnerships in the region, particularly on transportation, land preservation, and water.
- Budget for and begin funding an equitable pay plan for all county employees, promoting innovation by considering tenets from Reinventing Government, such as bonuses, group bonuses, and mid-management flexibility.
- With the Transportation Advisory Board and RPTP, develop and adopt certain long-range planning policies related to transportation, such as:
- A “decision tree” matrix to help with funding decisions.
- Context sensitive design process and tools menu.
- Policies for “urban” features that may be needed along county roads as the county changes: sidewalks, bike paths, street lighting, traffic signals.
- Help develop legislative agendas to strengthen the ability of counties to address growth planning and management, including the ability to regulate incompatible land uses and noxious development.
- Continue to provide a physical location in Pct. 2 that is easily accessible to the citizens and is cost effective and will maintain value for the county. Also to increase the County services available in Pct. 2 to include but not be limited to adding a representative of the Tax Assessor/Collectors Office and a recycling center. Plan for a new precinct office, since the present arrangement with the City of Kyle is temporary.
- To help Hays County continue and increase its influence in Central Texas with representation on Boards and Committee that insure that we have a say in important issues of the state and area, and maintain a strong voice that guarantees we are part of the future of the IH 35 corridor. At the current time, this includes service on boards related to passenger rail and transit, affordable housing, watershed protection, sustainability and regional planning.
- Deliver services for a better dollar value for citizens – keeping taxes low but balancing low taxes now against the need for investment to help ensure low-to-moderate tax rates and continued effective services as we grow.
- Resolve legal status of certain subdivisions.
- Partner with local cities for economic development.
- Coordinate with emergency service boards and providers for a better understanding of service patterns and communication between emergency service providers, particularly EMS and ambulance; and begin planning a long-range strategy for future budget years to address EMS issues in partnership with cities.
- Complete reviews of county health services, indigent programs, and service availability in Hays County – including health services from private providers and other public health sources – and initiate a long-range strategy to position Hays County health services an integral, efficient, and dynamic part of the regional health care network.
- Create and adopt official county estimates for growth, population, and demographics.
- Space planning and begin implementation for county buildings to accommodate anticipated growth.
- Coordinate growth and demographic planning with local school districts and city, particularly in Pct. 2 and perhaps across the county.
- To promote respect, to lend an ear to opposing views, to promote an environment that allows us to learn and grow as demographics in Hays County change.
- To produce a budget that is balanced, fair, efficient, far-sighted, and will maintain an economically healthy County government that will provide services that are important to the citizens of Hays County while meeting our commitment to keep taxes reasonable and to provide value for every dollar spent.
- To participate in and help oversee planning for a common regional vision for hays County.
- We will strive to continue to work with the current Court with an open mind and to form a uniform plan and a set of goals not just for Pct. 2, but for all of Hays County. To safeguard the public trust in elected officials purpose being to serve the community and its constituents.
